The fifth wave operation was carried out this morning as part of the investigation into the Istanbul Metropolitan Municipality (İBB).
The Istanbul Chief Public Prosecutor’s Office announced that search, confiscation, and detention orders were issued for 47 people across 4 different investigations. Among those taken into custody are Gaziosmanpaşa Mayor Hakan Bahçetepe, Avcılar Mayor Utku Caner Çaykara, and Büyükçekmece Mayor Hasan Akgün. Additionally, detention warrants were issued for Seyhan Mayor Oya Tekin and Ceyhan Mayor Kadir Aydar in Adana.
Within the scope of the investigation, it was determined that the criminal organization leader, businessperson Aziz İhsan Aktaş, who organized the tender processes by bribing high-level municipal officials and top managers of municipalities, ensuring their firms won the tenders, benefitted from active remorse decisions and made promises. Following these statements, detention orders were issued for a total of 27 individuals, including İBB Deputy Secretary General Erdal Celal Aksoy, ISFALT General Manager Burak Korzay, Gaziosmanpaşa Mayor Hakan Bahçetepe, Avcılar Mayor Utku Caner Çaykara, Ceyhan Mayor Kadir Aydar, Seyhan Mayor Oya Tekin, Beşiktaş Deputy Mayor Ozan İş, and Avcılar Deputy Mayor Erhan Daka.
Detention order also issued for Aykut Erdoğdu
According to the information shared by the prosecutor’s office regarding the case, a detention order was also issued for former CHP Istanbul MP Aykut Erdoğdu, AĞAÇ A.Ş. General Manager Ali Sukas, former Beylikdüzü Deputy Mayor Veysel Erçevik; as the investigation into Beşiktaş Municipality was expanded, detention orders were issued for 27 people, including İBB Deputy Secretary General Erdal Celal Aksoy, ISFALT General Manager Burak Korzay, Gaziosmanpaşa Mayor Hakan Bahçetepe, Avcılar Mayor Utku Caner Çaykara, Ceyhan Mayor Kadir Aydar, Seyhan Mayor Oya Tekin, Beşiktaş Deputy Mayor Ozan İş, and Avcılar Deputy Mayor Erhan Daka.
According to the information note, an investigation was also initiated into the Beşiktaş Municipality Culture and Social Affairs Directorate based on a tip. The investigation is ongoing for 11 people, including Beşiktaş Deputy Mayor Alican Abacı, Mehmet Mandacı (who is still the Culture and Social Affairs Director of Avcılar Municipality), and İstek Can Özdemir (who is still the Deputy Mayor of Büyükçekmece). While two municipal officials involved in the investigation are still in prison, arrest warrants have been issued for the other 9 officials.
The investigation was expanded following the arrest of Esenyurt Mayor Ahmet Özer, and included the detention of İBB President Ekrem İmamoğlu, several bureaucrats, Beşiktaş Mayor Rıza Akpolat, Beykoz Mayor Alaattin Köseler, Şişli Mayor Resul Emrah Şahan, Beylikdüzü Mayor Mehmet Murat Çalık.
