İBB’ye 5. dalga operasyon: 47 gözaltı kararı

Today, a fifth wave operation was carried out as part of the investigation into Istanbul Metropolitan Municipality (İBB) in the early hours.

The Istanbul Chief Public Prosecutor’s Office announced that search, confiscation, and detention orders were issued for 47 people under four different investigations. Among those detained are Gaziosmanpaşa Mayor Hakan Bahçetepe, Avcılar Mayor Utku Caner Çaykara, as well as Büyükçekmece Mayor Hasan Akgün. Additionally, detention orders were issued for Seyhan and Ceyhan Mayors Oya Tekin and Kadir Aydar in Adana.

Within the scope of the investigation, it was determined that the criminal organization leader, businessman Aziz İhsan Aktaş, who previously organized tender processes, arranged for the tenders to be awarded to his own companies by bribing municipal leaders and high-level municipal executives, benefited from active remorse decisions by giving statements. Following these statements, detention orders were issued for a total of 27 people, including İBB Deputy Secretary General Erdal Celal Aksoy, ISFALT General Manager Burak Korzay, Gaziosmanpaşa Mayor Hakan Bahçetepe, Avcılar Mayor Utku Caner Çaykara, Ceyhan Mayor Kadir Aydar, Seyhan Mayor Oya Tekin, Beşiktaş Deputy Mayor Ozan İş, and Avcılar Deputy Mayor Erhan Daka.

Detention orders issued for Aykut Erdoğdu as well

According to information shared by the prosecutor’s office, within the scope of the investigation into İBB, former CHP Istanbul Member of Parliament Aykut Erdoğdu, AĞAÇ A.Ş. General Manager Ali Sukas, former Beylikdüzü Deputy Mayor Veysel Erçevik; and in the expansion of the Beşiktaş investigation, among others, İBB Deputy Secretary General Erdal Celal Aksoy, ISFALT General Manager Burak Korzay, Gaziosmanpaşa Mayor Hakan Bahçetepe, Avcılar Mayor Utku Caner Çaykara, Ceyhan Mayor Kadir Aydar, Seyhan Mayor Oya Tekin, Beşiktaş Deputy Mayor Ozan İş, and Avcılar Deputy Mayor Erhan Daka are among 27 people for whom detention orders were issued.

According to the information note, an investigation has also been initiated against the Beşiktaş Municipality Culture and Social Affairs Directorate based on a tip. The investigation is ongoing for 11 people including Beşiktaş Deputy Mayor Alican Abacı, still serving as Avcılar Deputy Mayor Mehmet Mandacı, and İstek Can Özdemir, who is still Büyükçekmece Deputy Mayor. While two municipal officials included in the investigation are still in prison, detention orders have been issued for the other nine officials.

The investigation expanded after the arrest of Esenyurt Mayor Ahmet Özer, involving İBB Mayor Ekrem İmamoğlu, numerous bureaucrats, Beşiktaş Mayor Rıza Akpolat, Beykoz Mayor Alaattin Köseler, Şişli Mayor Resul Emrah Şahan, and Büyükçekmece Mayor Mehmet Murat Çalık.

Reactions from CHP: The process is political, not legal

CHP Deputy Chairman Burhanettin Bulut reacted to the new operation targeting municipalities announced by the Istanbul Chief Public Prosecutor’s Office. Sharing on the social platform X, Bulut said:

“Since March 19, those who could not find any fault to satisfy public opinion in our municipalities are attempting a new operation to invent new crimes and spread new accusations. We believe that this operation, which is a ‘mud-slinging’ attempt against our mayoral leaders who have gained public support, will also be rejected by the conscience of our nation.”

CHP Şanlıurfa MP Mahmut Tanal also reacted with a social media post, stating that the process under the name of “Fifth Wave Operation” has now become not only legally but also morally bankrupt, and that recent surveys from different political perspectives confirm this. Tanal continued in his post:

“This time, they are trying to balance the perception by including Ceyhan and other municipalities outside of Istanbul in the investigation. Their real intention is clear: to convince the public that the operation is unbiased, giving the impression of neutrality. But this effort is futile.

Audit reports have been public for years. If there really had been a criminal element, the judiciary would have acted by now. Moreover, aren’t there prosecutors operating in municipalities outside of Istanbul? Isn’t justice being served there? Why are these documents coming from Istanbul, under central instructions, and with a partisan approach?
Those who turn law into a political weapon will lose both justice and public conscience!”

CHP Deputy Chairman Zeliha Aksaz Şahbaz reacted by stating, “The political operations continue to unjustly take away what they lost at the ballot box, targeting our party’s municipalities with four different investigations.” Her statement from her social media account was as follows:

“Again, a political operation, our Party Assembly member, our municipal leaders, managers, and staff in Istanbul and Adana are detained. The Istanbul Public Prosecutor is conducting operations across the country. These political operations continue to unjustly take what they lost at the ballot box. The government, which disregards the Constitution, acts outside the law, and has lost its legitimacy, is attacking the politicians and municipal leaders of the people. People are being oppressed. Will we remain silent? No, we will not. We will continue to shout out injustice, defend the rights of our people, and stand by the oppressed.”
