The ASKİ General Directorate in Ankara has undertaken a significant reform of the city’s water pricing system, introducing a stepped water tariff aimed at encouraging water conservation and safeguarding vital water sources. This new tariff structure, discussed and approved during the recent assembly session, impacts residential and workplace subscribers, with particular provisions for social aid recipients.
Under the new regulations, residents who consume up to 15 cubic meters of water per month will be billed at a rate of 41.37 lira per cubic meter. For consumption exceeding this initial threshold, the charge increases to 124.11 lira per cubic meter for the next 15 cubic meters (from 16 to 30 cubic meters). Additionally, users exceeding 30 cubic meters face a rate of 206.85 lira per cubic meter, which is five times the base rate.
Workplace subscribers will see their rates adjusted to promote efficient water use. For consumption up to 100 cubic meters, the fee is set at 105.42 lira per cubic meter. For consumption exceeding this limit, the rate doubles to 210.84 lira per cubic meter.
The decision to revise the water tariff was motivated by a notable decrease in water inflow into Ankara’s dams. Officials emphasize that this measure is not intended to generate additional revenue for ASKİ, but rather to protect water resources and foster a societal habit of water conservation. During the assembly session, it was highlighted that approximately 78% of residential users will not be affected by these changes, aiming to target high-consumption households.
During the assembly, the proposal was thoroughly debated. Burak Koç, Chair of the Law and Tariffs Commission, explained that this tariff structure will activate only when reservoir levels reach 80-90%, proposing a 10% discount in the initial consumption range. He also suggested tripling the tariff for the 15-30 cubic meter range and increasing it fivefold for higher consumption, with further adjustments for large-scale users.
Deputy Chairman Nihad Yalçın criticized the tariff hike, arguing that increasing water prices under the guise of conservation is unjustified. He reminded that former Mayor Mansur Yavaş previously advocated for reducing water costs, emphasizing the inconsistency in current policies and accusing officials of insincerity.
The proposed tariff structure was approved by a majority vote, with the assembly scheduling its next meeting for July 7. The new tariff aims to effectively balance resource preservation with fair billing practices, fostering a culture of water conservation across Ankara.
